According to Wikipedia: it was painted by Andrew Aiken and Juilee Pryor using a donated cherry picker and $1000 worth of paint. Aiken and Pryor created this landmark " over two nights in August 1991, declaring it a "humanist protest against the sterility of postmodern art".
